I don't know what good internet is as I got on around that time, (college had internet access unlike my house) but from the stories I heard it was way better before I got on it.

I think it is an access issue. Early on very few had access so it didn't matter much. Then more joined and it was a good time, groups were still small enough that they could invite friends from all over the world but ignore/ban the idiots. Then everyone was let in and it broke the clusters of communities. It not as simple as just making a new chat room because your room can't compete with the big platforms and people have gotten use to the automation that guided them to dopamine hit instead of real experiences. It is like saying to a new friend they should look you up in the phone book and give you a call, that my have been ok long ago but now people are so lazy they just don't bother with the guy who won't tap his contact info to their smartphone. Just like how we yell at each other instead of stopping to think be fore posting. The civil investment is gone, as such the internet civilization died because we stop caring for it.

That pretty much sums it up, though. Everything being centralized made the internet more accessible. The internet is filled with dumb, average people now, and not the creative, slightly above average intelligent nerds that used to use the internet in the past. The internet used to be a nice respite from the real world, but now normalfaggot shit has managed to seep into all corners of the web.

Of course you can still create your own forums and web servers like in the past, but no one will visit them because everyone is conditioned to use centralized socialized media instead.
