It is a darknet, but it is different than tor and i2p as the main websites does not have a server. A website is like a torrent. everyone who visits a freesite (a website in freenet) and downloads it will begin to seed it. So there's no central server and there can't be censorship. Even if there was censorship (i.e. feds got the privatekeys and updated the freesite) users could go to a version of the fresite before the fed thing.
As everyone seeds the website, the websites can't have dynamic content such as php/perl/python scripts.
And above all of this, it's anonymous

Which is linked directly to your IP, subnet, and MAC address.

Anonymity, scientifically & theoretically, cannot exist so long as someone is providing you with a physical service because your IP is required in order to be connected.

Even if you're relying on obfuscation techniques, with modern ML algorithms it's just not that difficult to sift through the data.

Why are you assuming I'm American?
The whole point of Freenet is that they can't nail you for sharing illegal stuff because everybody shares everything. Of course it doesn't work in practice because there are statistical ways to differentiate people who got assigned from people who voluntarily requested the data, but it's a nice idea in principle.
Nothing is 100% safe, Tor has been broken by Carnegie Mellon University. I2p has allegedly been broken by the Feds too. Lokinet is the new contender and I'm not sure if it has been publicly exploited yet.

Which is why companies harass first worlders through their ISPs and DMCA laws. The only reason they haven't been able to do it in the third world is because our governments know we depend on that software and if we can't get it for free they would have a lot of people pissed at them for no political benefit.

For some of them they might make up alternative stories on how they were nailed after the fact when they already know his real identity. Others will get away with it. Not revealing their capabilities with respect to Tor is way more important than nailing some random drug dealer or pedo.
