Of course it doesn't work in practice because there are statistical ways to differentiate people who got assigned from people who voluntarily requested the data, but it's a nice idea in principle.Nothing is 100% safe, Tor has been broken by Carnegie Mellon University. I2p has allegedly been broken by the Feds too. Lokinet is the new contender and I'm not sure if it has been publicly exploited yet.
