Xfce on Mint and Manjaro has compositing turned on by default, so it doesn't tear. I'm pretty sure Xfce 4.14 now has a working compositor so you can make it tear-free by just checking a box in your settings.

It depends on the distribution, not the DE. Also, you don't need to swap the entire DE if you don't like the compositor or the window manager. You can install and use literally any wm and compositor you want and then use it instead of xfwm.

You can run KDE, Gnome and MATE without tearing if you have the right options enabled. But I don't know if your distro will have them enabled by default or not.
I'm not a regular Linux user and haven't used it for at least 2 years now, so my knowlage is somewhat limited.

Xfwm has had compositing since 4.12 you absolute fucking retard. It has fuck all to do with compositing. If you're running Intel graphics, it's pretty common to get tearing with compositing if you don't enable TearFree in xorg. If you're having tearing problems, just do the following:

sudo nano /etc/X11/xorg.conf.d/20-intel.conf

Section "Device"
Identifier "Intel Graphics"
Driver "intel"
Option "TearFree" "true"
EndSection

Ctrl+O Ctrl+X
