It's not exactly for that purpose. Elon wants to just have more direct computer interfaces to the brain. Higher-throughput, less latency.
The comparison Elon uses is a cell phone. It's a brain-computer interface, but a shitty one. Whatever Neuralink is doing is a step beyond that
