That's definitely either Powershell or CMD not knowing how to handle certain characters. I once had a problem loading an entire folder as a playlist because the filenames have an apostrophe in them. My workaround was to create a .m3u playlist with those videos.

I honestly can't see any difference between lanczos and default spline unless I do a pixel-by-pixel comparison of a freeze frame and even then it's hard to see a difference.

Is rendering software decoded video supposed to be slower on Linux or OpenGL than Windows/DirectX? I noticed that I drop frames like crazy when playing h.264 from YT when I do SW decoding but both is fine when doing so on Windows. Although I've tested it a bit more and it fails to open some links due to phantomjs not being found.
Installing it in your PATH will probably solve it, but as a workaround for openload you can just feed the direct link to the video into mpv and it should play fine from what I can tell.

my mpv (loaded with a good amount of custom scripts, shaders and settings) use about 40 MiB while displaying a picture, slightly less than 70 MiB when playing a full hd video locally. As for network streams, I have it set up the way it caches everything it can, so seeing mpv use 10 or more GiB of RAM isn't that uncommon for me.
