The government does not have incentives to be efficient like private industry, so they end up with lazy workers and the above scenario. Unions, which leech off government money, often have contracts prohibiting workers from being cross-trained to do multiple jobs or doing anything outside of a very specific role, so you have to have a specialized worker there for the whole day to do an easy task that anyone else could have done in a couple minutes.

The reason union workers don't do each others jobs is because you're stealing working hours from people from other unions, which means they have the right to file a formal complaint to your local and get your ass chewed. We recently had issues with the contractor trying to force us to go over the heads of the painters and do their job for them, which would have been man hours and experience they weren't paid for. And it's a good thing we didn't listen, because the retard contractor tried to get us to use paint thinner on latex paint, which would've peeled the entire I-beam's coating off.

However, there is something wrong with this attitude. No person/organization owns a certain sector of work. Wages are paid as compensation for productivity. If someone else does the job productively, then they earned the wage. Intentionally reducing efficiency in order to protect jobs ends up doing more harm than good.

Often times there needs to be someone from a certain trade on site for a full shift when they quite literally just have to flip a switch, insert a bolt, spray something, or any other menial task that takes a few minutes. Their pay doesn't come from nowhere, so the people doing the real work are likely subsidizing the unproductive employee by having the possible earnings of their productivity be split between one or more extra people who are contributing very little.

Sounds like you know it was a problem and knew not to do it the way requested, and likely knew the proper alternative to do instead. So why did you need a separate painter to come in when you could have corrected it yourself?

When I worked with pulling internet cables to apartment buildings I was the guy digging several times.

For us, the reason was that we needed the hole to be dug right there, and before it was dug, literally no one else was able to do shit. Also, it was a one-person job which meant that if you weren't digging the hole, you were waiting for the hole to be dug before you could do your job.

Waited for literally an hour once for a tractor to come lift off the lid to where the lines were because it was impossible to move on your own without breaking your spine.
