To be frank a lot of the robots feel like they were made with a specific design in mind to convey character, rather than purpose, like a robot should in this universe. Maybe he was a line of robot companions specifically, like a little brother or a grandson robot for only children and aging retirees, who knows.

So with this and how little people talk about mental hardware it seems intellect does not seem part of the stuff that comes with newer higher class models and machine intelligence is a semi constant.
