Germany brutalized Italy in the later parts of WWII, Russia and China have only been friendly during the early days of the CCP takeover and as of very recent, and that's kinda been put on hold because of the war, India and Indonesia are most shipped with their ex-colonizers, and Russia and America hated each other throughout the entirety of the Cold War, and yes, after liberalization, Russia may have become infatuated with America, but the feelings was definitely not mutual
If we're talking real world politics, the big ship that makes the most sense is Japan/America. They even have the classic romance structure: meet cute where big strong handsome jerk hassles pretty feminine lady, he's taken in by her beauty, but she's acting coldly. Period of long distance, lady is courted by other ikemen guys, arrogant lady loses her mind and blows up big strong dude's garage, dude beats up lady and takes away her guns then forces her into humiliating subordinate position which she initially resents ("What?! My Crush Made Me Sign a Demilitarization Pact??"), but mutual attraction grows despite it all, she gets used to her position, gets a girlboss glow-up, intimidates big strong dude with sexiness, he starts getting defensive, but attractions wins out, bygones become bygones, and they now enjoy an extremely close relationship.
Just replace "the lady" with "the bottom," and we're good to go.

There are some pretty fundamental issues that version would need to answer first.
Here's one: what exactly is the nature of the country-people in terms of their interaction with the world and their relationship w/ the nations they represent?
Like, in your serious version of Hetalia, is the wider world aware of their countries having sexy bishounen mascots, and if so, how did they find out? How could they have possibly known that this individual is the literal spirit incarnate of their nation?
They've been around since Ancient Egypt at the very least, so how the hell did people come to learn of their existence?
Then there's the question of how people over the millennia have reacted to learning of the existence of these eternally young, beautiful people who are the literal representation of their nation. Would they be made oracles? royalty? gods? temple prostitutes? Would there be significant differences between, say, how Assyria treated theirs vs. how Funan did?
Another possible issue: would the countries themselves know that that's what they were? How would baby Britannia have known who he was? Was he just made with the inherent knowledge of his being? Or did the nations learn this through self-discovery, i.e., with the fact that they're immortal. But in that case, how would they know that their relative immortality meant that they were country gijinka, and not ... some kind of Twilight vampire?
Maybe they discovered the nature of their being by noticing that when a nation collapses, the immortals suddenly die? Question is, how many immortal ancient pretty boys had to die concurrent with their states for people to start noticing a pattern?

These questions are relevant because they define how these characters would interact.
If two nations made their mascot king, then the interactions between those two would be of governments interacting, which means they affect, not only reflect, their nation. But, if the whole country-person thing wasn't a thing anyone knew about, then it'd just be a couple of nationalistic schmucks.
Another possibility: people are aware of them, but they're not in government so much as they are government.
I.E., maybe their favor with a particular government could be used for stuff, possibly proof of sovereignty.
For example: maybe in China, competing dynasties would scramble to take Wang Yao for themselves to claim legitimacy. If I'm feeling particularly horny, maybe the idea was that any claimant to the throne needed to "conquer" Yao to prove legitimacy.
Alternatively, he could just be the emperor, or puppet emperor.
Maybe during the French Revolution, they sent Francis to the guillotine, and when he resurrected, they put him in prison with Marie Antoinette. Maybe Athens was so annoying that the Athenians voted to ostracize him.

There are a ton of possibilities for how everyone would fit into their societies, which means many possible ways for your "serious" Hetalia story to go depending on how you would want the characters to interact.
There's also the issue of autonomy: how much of their country is a country? Do they develop an independent sense of character?
This issue is relevant to answering these questions: Did Ludwig approve of the Holocaust, or was he horrified by it? How come Ivan smiles so much when most Russians think it's weird? Who did Alfred vote for president in the last election?
Also very interesting: how quickly did Ivan and Alfred start hating each other after WWII? Was there a personal instance between the two, did FDR just order Alfred to stop calling Stalin "Uncle Joe," or was it like flicking a mental switch for them?

Idk about anon, but I like the idea that the country-people aren't aware they're the human representation of their nations at first, but as time passes they gradually come to understand what they are. I think it'd be interesting if they started feeling sick or if injuries, bruises, and cuts appeared on their bodies whenever some type of crisis happened like revolutions, civil wars, famine, plagues, etc. That could be one way of finding out they're the representation of a nation.

I have different ideas for this, maybe some country-people wanted to stay incognito and wander around their nation just watching history unravel before them for a while, maybe others wanted a more direct approach and actively seeked out their emperors/presidents/kings/leaders. Now, idk how they'd prove they're the real deal, but once they'd done it, I'd like to think that some governments would keep it as a secret that'd only be passed on to the next rulers but if they were overthrown for whatever reason, the country-human could just introduce itself again to its new rulers, other governments could go full Vought/Homelander and advertise their country-people as the greatest thing ever. Maybe he was initially horrified by the idea, but the more his government fed him propaganda the more he could've begun believing his country was justified in doing what it was doing.

People often see propaganda and ideology as a merely cynical cover regimes use to brainwash their people, and while that's true to some extent, it's also a way to justify their own beliefs, goals, and self-interests to themselves, eventually, they end up sincerely believing in their own ideology/propaganda because everyone wants to think they're doing the right thing.

Now, of course, there will be things the country-people won't agree on with their rulers, but it's not like they can do much anyway, they're just the human representation of a country. In my headcanon country-people aren't powerful by themselves, their strength and grandeur depend on the state of their country and on how competent their rulers are.

Regarding canon, that must be true, given the variance in character, but given that the trend exists where country-people tend to so often take to the (stereotypical) character and tastes of their own country, no matter the period, it might not be true in entirety.
Let's imagine: baby Romano is taken away from his homeland, maybe when the Emirate took the South, and brought to the court of Tang China, where he is isolated for the next thousand or so years, eating fancy Chinese food, drinking fancy Chinese tea. Flash forward to the Communist takeover, you take Romano and have him try a nicely made pizza, with a crispy top and chewy crumb, topped with basil and good cheese, piping hot from a burning oven. It's something completely unfamiliar that he's never had before. The twist is: it has pineapple on it. And to wash it down, an espresso romano, strong bitter black coffee with a big squeeze of lemon. Would he be revolted by the pizza, or the coffee?
Another scenario: scoop up Arthur thousands of years ago when he was Baby Britannia and Francis when he was still Frankish, not "French," before the two had met, before they were well aware of each other, before the Norman Conquest, before this whole rivalry developed, and drop Arthur (Arthurus?) in a monastery in Ethiopia, and Francis in the Nara court of Yamato Japan.
Flash forward to the middle of the Second Hundred Years' War in the 18th century.
Sit the two down in a room. Will England lunge from his chair to strangle the pagan?

Ideology isn't just in formal theory from institutions that you hear about in university and read in manifestos, it's in the unconscious to semi-conscious conceptualizations of the reality held by individuals.
I'd argue that the central tenet of American ideology is liberalism. Both major political camps talk about freedom as an essential good in all cases. The American liberal definition of freedom as developed by thinkers such as Locke isn't one universally held, and despite being older than America itself, it's still relatively recent. "Freedom" is severely ideological, and such discourse is made in earnest by the masses. Ideologues who trend away from this axiomatic assumption of people power=good, like iirc Thiel, are rare in American discourse.
Despite a lot of propaganda bullshit Americans throughout time make about freedom that no one in their right mind would believe ("Terrorists hate us because of our freedom," "My right to own a slave is more important than your right to not be a slave"), the fact is, most Americans sincerely believe in liberty or death.
And it's like that everywhere, for many ideas, maybe not to the same degree, but the general principles apply.
People call it Putin's war, as if the Russians haven't been whining and whinging about Sevastopol for thirty years, as if his popularity ratings didn't rise right after the invasion. I was thinking of something rather similar.
It'd be unlikely that prior to globalization, every country would be doing the same thing with their country-guys, or that every country-guy would be doing the same in their country, or even equally aware of the nature of their existence.
Arthur could be pillaging ships on the high seas, and Francis could be learning cooking in Milan, right while Yao is sitting pretty at a council in the Chinese court, as he always does, and Braginski could be weeping in a dark room because Catherine the Great was feeling very excited that night

This whole thing being kept a secret would be very convenient, because were it public knowledge, it'd have potentially pretty huge ramifications upon the course of history. But it being kept secret, at least until recent history, would leave history largely the same.
Question is, how could it be kept secret? Again, it's hard to imagine it being a uniform thing. It's hard to hide being immortal if you're unaware of it the first time.
Perhaps it could be that various shadowy powerful groups are aware of there being quasi-immortals, but not so much of them being literal, like actual genii locorum

That may vary if the groups aware of the phenomenon are more esoteric.
Perhaps the country-people could also share information among one another.
Some European rando could one day notice that despite being 40, they don't look or feel all that much different from when they were 20, and 40 more years later, they're pretty sure they're immortal. They leave their village to avoid suspicion, and a hundred years later, traveling the continent, they see someone they recall meeting yeeeears ago still looking exactly the same despite it being more than a hundred years later. They accost them with some questions, and realize that, yes, it is them, same face, same voice, but different name, different city, different accent.
They start a club, and look for other people like them to share info with, and not only are they only able to find, like, three more, but they're relegated to Europe.
Here's a possible scenario I've thought up: So, what I just described happens between Arthur and Francis, and they make a friend of some Dutch guy.
Arthur and Francis hate each other, but there are certain periods where they literally cannot be in the same room without coming to fists. Hollander points out that they seem particularly at odds when their respective nations are at war. Arthur brushes it off as simple patriotism but Francis notices that despite Arthur doing nothing to him personally during the Hundred Years' War, he felt pissed off just thinking of him, and starts to think there's something to it
