The pilot had him trying to get a job at the Krusty Krab so he's pretty new to the place, he's still trying to get a licence, still close to his parents, and friends with a guy(Patrick) who used to go to college. Also, in a dream of his, his birthday was still in the 80's in an episode that I think was from 2000.Like most cartoons though, it usually does depend on the writer. In some episodes they showed the boating school being even more like a kid's school. A good example of a kid's cartoon character that's explicitly a young adult living alone for the first time would be Rocko's Modern Life.
