When I was chatting with my broker's derivatives desk he mentioned bonds are marginable right away, vs MM funds taking 30 days to become marginable because they are technically mutual funds. A lot of financial advise is about minimizing risk and dealing with the lowest common denominator. Professionals will tell you that any amount of leverage is degenerate gambling, yet when you look at the portfolios that they themselves create, it's always levered to the tits. Banks? You guessed it, levered to the tits. 300% leverage ratio looks downright cute and conservative compared to the leverage employed in some professional strategies.

And part of that advise really is about dealing with the lowest common denominator, because it's true that 95% of retail will shit their pants and liquidate and sue if they wake up one morning and their SOXL holdings have gone from $100k to $5k. The expected return is positive, but you should only invest what you're willing to lose, and there are few stock investors and even fewer who can afford to lose everything.

Part of it is that SOXL really can go to zero. If the index goes down fast enough, the issuer can just decide to liquidate the ETF even if the -30% doesn't quite happen, and it would be hard to diamond hand through that

They're not if you buy an ETF tracking an index that has circuit breakers protection, be it S&P500, NDX-100, whatever. That way you guarantee that your ETF won't ever be terminated. Don't ever buy a 3x leverage ETN on some commodities, that's the worst shit you could do.
2x leverage is the sweet spot for me and considering the possible drawdown, though honestly 3x can work as well considering the drawdown will be as shit as 2x anyway. Holding 2x going as low as -60% or 3x going as low as -75% in a market downturn won't change much psychologically, really.

Look at the biotech stocks that make up TARK and LABU. These stocks are front running rate cuts right now. These stocks were also the first to get murdered ahead of the large caps towards the end of 2021, and now they've been bottoming since June. Once money leaves large cap growth/tech stocks they'll find its way into TARK/LABU trash. It doesn't take much money to push a small cap growth/tech stock up.

So TMF, TARK, LABU is a bet on a rate cut when the large cap S&P-500 and nasdaq-100 stocks pull back and that money flows to bonds and small cap tech because the initial reaction is QE restart expectations.

basically they're using the options chain to artificially create leverage. During Rollover they have to buy new options and sell old ones. This come with a cost to the fund which they pass on to the consumer.
However options give on avg 10x leverage so they're keeping 70% of your gain for themselves to cover the cost of programming the computer doing it for you when they started the fund.
