No the DTCC made their own rule to swap FC02 and FC06 in name only when the ex-date is irregular. I can't tell you why they have this rule.
In any case when this rule occurs then they need to add a comment that an FC02 (normal split) is actually a dividend and vice versa.

It's because brokers are set up to distribute based on ex-date rather than record-date so it ensures people get their shares when done appropriately. Source: an actual stockbroker at TDA told me so on the phone.

In this case it actually worked for US brokers - my splivvy for at-rest shares arrived immediately, and then the DTCC, NYSE, and TDA took about a week to get their shit in order but then my splivvy for in-flight DRS shares appeared in my account. The problem is that incorrect code meant the SFTs kept rolling and foreign brokers got rugged.
