Father obviously could just wait to try again, so expending Amestris might be a waste, but regardless of how he views them, he'd have a real problem as the conspiracy members realizing they're getting shafted. There's too many unknowns in play to say whether he could or would make a stone and then just have an even tighter grip with the mannequin soldiers for the next time he tries, but it could be a potential route if he missed his day.I ultimately think no, because he'd have a tough time exercising the same control over everything--government, conflicts, alchemy, etc.--if the circle was merely within another country's territory, but who knows how strong he'd be with a gigastone
