I think this is the opposite of a core central theme in the story.
Heroism is about actions and consequences: choosing to help people and succeeding. It doesn't matter why you're doing it, all that counts is whether you are doing it successfully in the first place.
Mumen Rider is not an ideal hero because for all his heroism he looks down on himself and doesn't believe he can get stronger, and so Mumen loses every physical confrontation he has, but because he's noble people don't care he doesn't offer a lot of results. Conversely, look at how Puri Puri Prisoner is portrayed even though he gets results. The series doesn't shy away from how vile of a person he is and how much disgust he inspires. Anybody can be a hero, and Puri, a serial rapist, is a hero.
Garou placed heroism on such a high standard that he was completely unable to picture himself being a hero at all. He wanted all of them to be more than just simple people doing good in the world. The series depicts heroism as something easy instead of something only a holy madman would do. The former is far more optimistic and attainable than the latter. Being a hero can be nothing more than a hobby, and that is fine.

The problem is a villain being able to do this in front of Saitama in the first place. A villain killing the hero's loved one in order to piss off the hero is a super cliche villain action. In the past, I would've absolutely expected Saitama to just nonchalantly instant transmission in front of any villain trying this.

The signs were there since the Phoenix Man redraws, but the Amai Mask redraws were what sealed it in hindsight. I defended it when it came out, but as Amai Mask continued to get the short end of the stick it stopped feeling like it was intended to benefit his character. And rereading the old chapters I found myself genuinely enjoying them more than the newer version with how D-os was killed off-screen in contrast to the violent mercenary bloodbath, which left more to the imagination.

So we have two outcomes regarding Garou, either he's doing this of his free will or he's being controlled by God.
If he's doing this of his free will, despite Blast saying otherwise, then that means he's crossed straight over to being a villain who actually murders people which actively goes against everything that his character is supposed to be. Obviously Genos is going to get revived and he wouldn't have actually murdered anyone, but he clearly intended to kill him and as far as he's aware he has killed him so he's still effectively done the one thing that Garou's never actually supposed to do.
But in the more likely case that he is being influenced by God he's had all of his agency removed. He isn't at fault for anything, the S Class wanting to kill him won't be warranted because none of this was actually his fault and Blast can confirm that fact, not to mention that they wanted to kill him because of how effortlessly he beat them all down which isn't a thing here he's just been a walking Chernobyl which will be gone by the time God's possession ends. And the conclusion to his fight with Saitama, that everything Garou's done has been pointless because all he wanted to do was be a hero and that even with ultimate power he still tried to go easy on people is just something that's been entirely removed, and instead they have Saitama talking about how he's a good guy because he saves lives by total accident and I just don't know where the fuck they're trying to take all of this.
I think that Saitama having this crisis about failing as a hero is actually really interesting but it feels like they decided to make Garou's character and the overall plot actively worse to achieve it. It's sorta funny because the events of the last webcomic chapter could've been used to achieve the same development for Saitama if the manga actually got that far.

A parallel is interesting because you can contrast the different approaches/outcomes of characters who are similar in some way. If Blast is revealed to have previously been doing it as a hobby like Saitama but decided on his current path to become a true hero, it would be a great tie in to Saitama's current situation, where Genos died because he was late, and he's always late because he's not taking things seriously as a proper hero.
Putting all that aside, doomposters have already brushed Blast off before his character has even been properly been introduced, which is pretty laughable. Acting like they know his entire personality and motivations from a single fight scene.

I think Garou acts like this due to confusion, which was caused by his dream being achieved way too fast and he was unable to really take step back and think about.
Like, before going cosmic, contradictions of his dream(being absolute evil), what he truly wants(hero) and what monsters truly are(not poor bullied ones, but well, monsters) we becoming more and more apparent. Due to constantly fighting, he is unable to really solve them(one of main points of Centipede scene)
So he tries to ignore them(which shown during beginning of fight with saitama), which fails, partly due to some random baldy, who not only keeps pointing them out, but also demolishes him without trying
Garou seethes and goes like "No, I am a monster! I will show you!"
Saitama then like "nope" and punches him in stratosphere
And then God is like "It's free real estate" and tries to posses Garou. Tries is key work.
Because of that, Garou goes cosmic, and everything suddenly starts going well.
Baldy is defeated easily, everyone is fucking terrified of him and even top 1 hero Blast appears, confirming him to be a God level threat.
Garou's dream finally, at long last comes true. But with that is contradiction: People will die.
And he is lost at what to do. Before Genos attack, he literally does nothing. He tries to justify internally deaths of heroes("this is for a best for that kid"), but that's weak and not confincing.
So he starts LARPing and focuses on what's not confusing - fighting. But goes overboard and kills Genos.
I think Garou is still himself and in character, but this is subtle.
