Valentine's strength as a villain isn't that he might be the real hero of the story but rather, that his use of propaganda feels real in how it influences the world around him.Pucci, while I agree he's written more interestingly as far as his moral compass goes, runs into the issue of being antagonized by the absolute good of our MCs and as such any semblance of justice in his goals is largely downplayed in favor of Jolynegang's better morals which are made blatantby the story. His idea of heaven relies on the 'fate' worldbuilding of Jojo which is already quite dystopic depending on how you see it, and we never see if people do indeed become happier or more miserable as result of his actions, so wether his goals are righteous or not become subject of niche hypotheticals.
