I'm honestly kinda wondering why peoply haven't used blender npr+grease pencil combined with other tools like ebsynth to get a 2.5d feel. One big issue in every 3d anime is the faces, since 2d breaks physics with having eyes and hair being shown in ways that shouldn't make sense it would be better to keep facial features hand made. Studio Taiko and the Peanuts movie did a good job of blending everything together I think.
