Not that anon. Taskbar could easily just be Classic Shell (under a different name now and maintained on GitHub) with a different button and transparent taskbar.

As for the animated wallpaper, just search for it. There's Wallpaper Engine and RainWallpaper as a few choices.

I am by no means good at this. I wouldn't even say I'm competent with Linux. I basically just copy and paste until it all comes together and try to learn a little along the way. Learning to get where I am on Linux was about 2 or 3 days worth of investment and now I can go from installation to >>2127290 in a couple hours. To what >>2127780 said, I did a standard minimal install of Ubuntu then installed openbox and tint2 for the panel (start bar looking thing).

If you wanna stay on Windows, you don't really have a lot of options. You can customize the taskbar with Classic Shell without really needing any experience, I'd recommend starting there. Rainmeter is also good. If you wanna dive into something more complex, try out BlackBox Zero for Windows. Realistically, though, you'll only get a few things looking good and the rest of your applications will totally break the overall look and feel. If you want consistency in your theme, move to Linux. I dual boot Ubuntu and Windows 8. Win8 on my main hard drive, Ubuntu on a salvage from an old laptop.

Old rice since my current one broke. I think I'm gonna finally switch to linux. Windows just has too much bloat and customization isn't the easiest. My only worry is running a mini-VM to run windows games. Does it take much extra processing power? I'm not super familiar with linux but I'm comfortable looking at guides and changing minor code. Looking at manjaro, any other suggestions?

It's pretty light, especially considering all it can do. I dunno exactly because I always start a bunch of stuff in the background but with just X and fvwm it stays under 170mb.
You can define different border/titlebar styles/width/colors per program, change stuff via commandline while it runs, get as many numbers of independent desktops as you want with more pages than you need, there's modules to make bars and docks as well.
Its main downside would be its outrageous config, once you get the hang of it it's alright but the manpage is a fucking book, it's a bit overwhelming at first.

first of all, do yourself a favor and nuke gnome-terminal
the anon uses urxvt as terminal, in arch it's rxvt-unicode iirc
it looks ugly at first but you can easily do whatever you want with it.
the WM is i3-gaps, a fork of i3, one of the best documented tiling window manager out there and a good start.
the statusbar is Polybar, i3 comes with it's own one but Polybar can do much more than just display statics, it's also easy to customize and very well documented.
the file manager is Ranger, if you are familiar with Vim it's very intuitive, if not, get familiar with vim, you'll have a lot of dotfiles to configure and vim makes things so much easier.
the browser is Firefox and for 4chan he uses 4chanX if i guess, maybe it's just a custom 4chan css.

it is different than i3, less centralized in it's dotfiles what makes it a bit ruff in the first moment but once you get used to it it's great, it has so much to offer in functionality and script integration works more intuitive too.

depends on what you are aiming for, most people start with a buntu, so lubuntu, xubuntu, mint or ubuntu.
but you can also go straight into Debian, it's the bases for buntu and less bloated.
i assume you already have some experience with dotfiles (looking at your rice) so a basic install of debian where you can test out different WM's and learn a bit about the terminal and shit like that.
