I used to play Max Payne on a Celeron 466MHz CPU with a Geforce 256 graphics card and 128MG of RAM on Windows 98. it was rough, but it ran.

Don't be ridiculous, even if you see it as punishment which it isn't, the dynamic difficulty is totally trivial. Most people don't even notice it, and ones who do don't know what it actually influences beyond damage. I'm pretty sure Dead on Arrival maxes it out anyway.

This brings up a good point; what is the absolute strongest /vr/ PC hardware? If one were to make a Windows 98 PC using this hardware, I wonder how many 6th gen games it would be able to handle. I'm sure an nVidia or ATI graphics card would have "aged" the best, since I doubt most PC games still supported 3DFX hardware.

To be perfect honest not really, they just make the game a bit tougher, if you've learnt how to play by then then it won't even be too noticable besides some extra enemy health. Quitting because of the nightmare parts is stupid though, the first one can be completely skipped with a single jump since the exit is to the left of the entrance, the second one is a bit more tricky but it still just 3-4 jumps and you're done.

I had this idea of replaying the game taking screens of the game and make graphic novel pages with them to fill in between the original pages, using sfx and some in game dialogs. I think the entire game can be done in Graphic Novel style and would be a nice nostalgia kick since the music is so goddamn good

The last hardware to work under Win 98 was stuff from 2004 / 2005.
Pentium 4 WITHOUT Hyper Threading.
Graphics card with 256mb vram or less (512mb doesn't work apparently) - Geforce 6000 series and Radeon X800 series are the last that work with Win 98 drivers afaik.
Last Directx for Win 98 is version 9.0c, Dec '06
512mb ram or more results in issues that have some workarounds, but nothing perfect. Less probably better for stability.
Basically worth a shot checking out games that can run on these specs. For shits and giggles mind you, I wouldn't touch the "retro" meta discussion with a 10 foot pole.

I was thinking about 1999 hardware in particular. Of course, this was at a time when PC hardware was obsoleted quickly, and carried on well into the 2000s. GTA3 barely runs on 1999 hardware, I could only imagine what other games like Onimusha would do.

The fastest 1999 specs should be Coppermine Pentium III 800mhz (dec '99) and a geforce 256 (oct '99) with 32mb vram (64mb version released in 2000).
I'm pretty sure phil's computer lab has some benchmark data on that hardware.
