Their strongest actor (the doctor) wasn't allowed to have a compelling personality until later seasons. They decided to mute everyone's performances to make the "interesting" alien characters shine. So you are just sitting there watching intentinoally unlikeable uninteresting people go through the motions. It just isn't as compelling. It wasn't as much fun as watching TNG. And that's assuming you didn't overthink their choices surrounding what got them stuck on their 'journey' in the first place.Then the writing inconsistencies that crop up (you notice it more when you binge watch it) start to crack the thin veneer that was holding whatever semblance of consistency you might have been able to pretend existed. Thank god they finally decided to open things up and fleshed the doctor out, then finally adding seven created a show that finally had enough strong actors to carry the rest of the cast. So it took voyager like 3-4 seasons to gain what TNG started off with.
