It's so weird seeing an article about this because I've been thinking about this very same thing recently, and The Fugitive was exactly the sort of movie that I had in mind. I'm not sure exactly how to categorize what I'm thinking of exactly. It's not necessarily a genre or sub-genre. Or even a mood or theme exactly. I suppose they're all thrillers, but it's more specific than that. I'm thinking of movies like Witness, Frantic, Breakdown, The Edge, 8MM, The Last Seduction, maybe Body Double and some other Brian De Palma movies, you could probably throw some of David Mamet's stuff like The Spanish Prisoner and House of Games in there, too. Obviously, some of these are a lot better than the others, but they're all sort of competently made thrillers with interesting if somewhat implausible plots that are made for adults. The stuff we all would watch late at night on cable in the late 90s to early 2000s basically. In other words, the sort of low to middle brow entertainment that you would expect to see before this whole niche was swallowed up by capeshit and remakes.

I don't even like the fugitive but I really do think it is tragic. Now every action movie has to have cgi set pieces, has to be set in a fantasy world. They have no attachment to reality and humanity. I really miss McTiernan, and I'm glad there are still a few filmmakers like Cruise/McQuarrie, Carnahan, Mangold, Gavin O'Connor, perhaps even Fuqua, who are still favoring a certain traditional way of filmmaking.

The 90’s pumped out some tense, dramatic, cthriller movies usually around political intrigue or crime. Before streaming my roommates and I would buy these movies for like 50 cents a pop on VHS at goodwill and watch them together over beers. Super comfy.
