That is why the nuclear powers used such reactors to make bombs. PWR and BWR (the main civilian reactor designs) really cannot be used to make weapon material, however high enrichment allows much longer use before reloading the reactor. a PWR with HEU can go 10+ years before needing to shut down (such as many naval reactors)
