I think I just realized why Bolas did all this stuff on Ravnica which apparently is a really stupid place to make your big spell, considering it has some of the most powerful armies and individuals in the multiverse ready to oppose you. If I remember correctly the lore, for each planeswalker there are hundreds or more individual that also have a spark but never manage to ignite it. If the Eternals are also harvesting those it suddenly makes a lot of sense why he would attack the most populous plane ever, why the Eternals attacked the citizens and why we see lots of sparks in the art but we have less than a dozen confirmed planeswalker deaths.
