It was an Imperium made by humans, for humans.

Emperor intended humans to rule over humans and Vulkan, along with other Loyal Primarchs that believed in the Emperor's vision didn't view it was their place to go against that idea.

There were literally AT LEAST a trillion Imperial Guardsmen (started by Horus himself in I think Slaves to Darkness) during the Great Crusade.

Somehow they’re almost never mentioned in the whole of the Horus Heresy series save for cameos in the background.
Let’s say- impossibly- each legion- even the missing ones came together and added them all up with 100,000 astartes in each legion.
That’s 2 million Astartes vs a trillion. The sheer magnitude of difference that makes for resources and movement in the warp and- fucking EVERYTHING.

Dorn explicitly let the Imperial Cult spread. So too did Guilliman presumably since he was around for a while and the Cult spread quick post-heresy. It's not like Vulkan was the only one with a thumb up his ass.
Also the Imperium hadn't really become dilapidated during the War of the Beast, just complacent.

The Emperor chose Vulkan as his living deadman switch, of a sort. Vulkan is the one who has to make the decision about whether there is no hope left for humanity. And if he decides that there isn't, it is his duty (and he does his duty) to flip that switch and send Terra and the Imperium into the night in a giant blaze of glory.

The reason he avoids Terra is simple and twofold. The first part is something he says in the Beast series: he fucking hates it, and if he has to confront the quagmire and corruption that the Imperium he tried so hard to build, he'll probably lose hope. Staying away and avoiding confronting it is shitty, but it's a way to rationalise it.

The second part is that he realised that Primarchs became viewed as godlike, beyond all doubt, perfect, and sainted. The religious veneration. He didn't like that (Guilliman hates it as well in the Dark Imperium books, but has to grit his teeth and bear it because he has no other choice). When Vulkan shows up in the Beast series, everybody falls over him in worship. The Imperium was made to be ruled by humans, not living gods. Look at how Guilliman is treated. He shows up, and everybody grovels. Unlike Vulkan, Guilliman is happy to use it, because he is far more ruthless and cold (like the Emperor has had to be, at that, and Guilliman also knows this, and hates is).

So rather than get fucked over like Guilliman is (and lose all hope; see part 1 of Vulkan's problem), Vulkan instead stays away, roams the galaxy, and helps out the little guy, on a smaller scale.

He isn't a Primarch overly suited for spearheading attempts to change things in that fashion. He's one who is there to be a rock for others to lean on. If one or two more Primarchs came back to the Imperium, Vulkan would too.

Since the modern Imperium has defied the primarchs? Why hasn't Guilliman power grown? Shouldn't all the warp fuckery of trillions worshiping him give him a massive boost in every aspect? Or is the warp entities created from the worship separate from the actual person?
