Have you tried Stars without numbers? It's a modern/sci-fi game. I enjoy the shooting/melee rules it uses, makes damage feel pretty consistent.

You can probably fluff in dummy links in some way as that's the only odd element.

I know there's maneuver rules for spaceships and vehicles and there's class skills for guns/martial arts, but since I'm playing a melee character I don't know if there are various fire arm maneuvers and stuff. I'd have to look it up.
The skill system is set up in a way where you can usually make something up and roll a corresponding skill to it though.
The skill Exert can be used in tons of situations though and even be used instead of rolling an attack roll for thrown weapons.

Just stopped playing after a while. There wasn't much to do besides try and figure out which specific team they wanted you to take to each of the endgame missions and I eventually picked up Girls Frontline instead.

Girl's Frontline is a gacha game, where you roll for each of the dolls. If you get multiple copies of one, you can add in "dummy links", extra bodies controlled by the main doll that act as squadmates. The joke here is that 416 (the girl in the image) is one of the most common dolls to get (she even says "i'm all you need" when you roll her) while G11 is the strongest doll in the game but also the rarest

Feng Shui 1 or 2, Hong Kong Action Theater, Saturday Night Gunfight, and there's a Japanese game called Saturday Night Special, which is basically a Black Lagoon RPG. Untranslated and unripped, though.

You could kitbash Shadowrun or GURPS into a gunfighting system. If you're feeling more narrative, Three Rocketeers' dueling system can be tweaked into gunfights.

Dungeons the Dragoning 40k 7th ed.

It's got gun-kata styles. That's not the main focus- because there's no such thing as 'focus' in DtD, but it's a major aspect of combat, at least in the mid-to-late game.

It just never caught on to the same degree it did in Europe and the Americas. There are some fans though, like the Doom mapping community did a map pack a couple years ago that was nothing but contributions from Japanese Doom players.

Quake has a small following too, with IV getting referenced in Chio-chan no Tsuugakuro. And Russians in Far East Russia get the best connections to Quake Champions from the Tokyo servers.
