But limited team availability would force T1 sides to tour T2 sides at home more frequently. So for example in the 2020 SH window, England might tour Argentina and France tour Australia, leaving Ireland and Italy to tour Japan and the pacific islands. In the NH window of the same year, the Saffer and Kiwis would probably play the British teams, leaving 1 slot for a T2 side to play each of the British sides.
