The plan including forcing the world's governments to unite to defeat them wasn't a known element to the plan, so they weren't acting to achieve that goal.We know they kill people; the lines you are talking about just seem to indicate they weren't going out of their way to kill any soldiers they didn't need to. Which they won't need to a lot of the time when they have such a massive tech advantage. They don't always have that advantage though, so plenty of people they fight with do die and none of the pilots appears to have a problem with that.

What people tend to forget is that Amuro's fight against the Zakus was the first MS vs MS fight in history (ignore Origin). They didn't know that the interaction between the beam and the MS reactor would create such a violent explosion.Gundam has a lot of small details in dialogue that people tend to miss. For example, when Amuro first uses the beam rifle in space, the Zeon soldiers don't know what the hell it is, because beam weapons only existed in ships. One of them even asks Char what the hell the Gundam is firing, and Char's only retort is "don't let him point that at you", because he also didn't have any experience in MS vs MS combat.
