The pilot could get engineers to do it, but they would still need the engineers in most cases. Which is one more barrier. Those barriers might be relatively small, but they still exist.
The Ez8 is such bullshit, its a series about gundams being squaddie units with everyone having the same shit but they still found a way to give the MC a completly unique looking snowflake mech with slightly improved capabilities. Shiro is such a faggot after he goes full pacifism gundam lead and as a squad leader deserves to be shot for putting his own people at risk for the sake of the enemies like during that scene with the GAW.

The former because defeating the Gundam would mean they could go home, while the later because it would result in promotions and a better lifestyle initially and for revenge by the end. A lot of the people who target the Gundam outside major battles (Odessa, Jaburo, Solomon, A Baoa Qu) are doing so for revenge really. Whereas the people in major battles don't really have a huge choice but to be there, and while they can move to avoid the Gundam, we don't really concentrate on them much, so we don't know if many actually did that.
