What’s the best gun that I can buy in this tightly regulated hell state? Pretty much limited to bolt or lever action

they were meant to be imported into the United States but there was a flap-up with the stocks being imported/manufactured in Vietnam which rubbed US import laws the wrong way, and I think the company gave up because the increased sales and exposure did not justify expense and difficulty of compliance.

Target shooting and hunting to 400 m: Get a bolt action .223, .243 or .308. All good rounds with a variety of factory loads from the shop. If hunting, definitely also need to consider what you want to hunt. These rifles range from below 1k to past 3 depending on manufacturing quality.

Target shooting and hunting past 400 m: .300 Win Mag or .338 Lapua. The Ruger Precision is good and affordable in these chamberings, but is illegal in NSW as it resembles a modern military rifle.

Steel targets, rimfire: Lever actions are fun. Available from various manufacturers (e.g. Chiappa, Henry). There are also good straight-pulls available with removable magazines.

Hunting big game in Northern Territory: Look for typical safari rifles. Double rifles are nice, but expensive; as are the ammunition.

Pistols: Just buy what you think looks nice. You are only ever going to be shooting paper from at abou 35 metres away maximum. .22 LR rimfire is cheap, and there are both revolver and magazine fed options. However, it feels kind of weak and can get boring. 9 mm is very common, and there are once again both revolver and magazine fed options like Glocks, USPs, and versions of 1911s and Hi-Powers.

Clay target: If you want to go to a range with Olympic shooting wannabes, only buy a over-under. Don't show up with a single barrel break action, lever action, straight pull or triple barrel. They will all be massive cocksuckers either in front of you or behind your back. If you plan to go to a fun range without giant faggots, get whatever you want. 12 gauge, 20 gauge, .410; it doesn't really matter. When it is at full competition speed, you are going to miss everything anyway. Also, if you go to the wanky Olympic range, make sure you wear one of those shit looking shotgun vests that look like a hi-vis vest, but made of mostly mesh. Also, make sure you get a shotgun with ejectors, and try to launch the spent shells directly at one of the knobs nearby as they prepare to call pull.
