Reasonably common? I can think of two automatic pistols in .22 Winchester Magnum Rimfire, the AMT Automag II, and the Kel-Tec PMR30, everything else is revolver of one kind or another.
For rifles in .22WMR, I can think of quite a few, Henry makes one, Marlin made one, Cz makes some, if anything it's a better suited cartridge for rifles because the long barrels let it burn up all its powder to accelerate the projectile further, giving you less noise and flash at the muzzle and a higher velocity.

I really think you're thinking of .22 Long Rifle, because that's actually subsonic, and has been used by a lot of assassin types.

Training; lots of training. Just as they make for good first firearms for women or kids, they're also great for training conscripts who've never touched a weapon in their lives. It saves the military/LE in question a lot of money on ammunition - when you can fire 1000 rounds of .22LR versus 1000 rounds of an intermediate or full power rifle cartridge to get acquainted with basic marksmanship, that translates to massive savings.

Subsonic range is limited to around 400 yards because of ridiculous amounts of bullet drop.
You need a scope with 100 MOA of elevation adjustment at a minimum and extremely accurate range estimates for first round hits on a 5 inch target area. MOA accuracy is possible at 400 with subsonic, on a non moving target.
