Lead ammunition for hunting was banned in Norway for some years. It was a disaster. So we legalized lead again. We didn't ban it for target shooting, so it was not as bad as California even.
Here's what our lead ban meant:

Banning leaded gasoline, and lead paint is way better for lowering blood lead levels. This is where most of the lead exposure comes from.

As for lead exposure from guns, it's really just noticeable on people shooting an absolute fuck ton of unjacketed .22lr on poorly ventilated indoor ranges. Or people casting their own bullets. Shooters and hunters in general do not have higher lead levels than the population in overall.

The real answer is that it's a non issue. Most ammunition is consumed in places where the lead will end up doing no significant harm to the environment. Aka ranges. The few instances where lead can do damage is shooting into water but even then the quantities are tiny because it's not like a huge number of people shoot right into the water. The reason lead is banned for water fowls isn't because it spreads lead in the water, it's because the ducks and such eat the pellets which causes damage.

The bigger issue is that leadless ammo is a step towards making firearms a harder hobby to maintain since the cost of leadless ammo is much higher. It's a Trojan horse for a control on ammunition in general.

The problem is cost. We do not have an inexpensive heavy, soft core to build our ammo out of. All copper is expensive as hell, iron requires ridiculous temperatures and is hard as hell.

Maybe zinc, but I recall one guy who managed to get zamak bullets working reported they still went through his steel pistol plates, so probably not.

You need something heavy-ish, cheap, and easy to melt or at least extrude.

Both California and the Federal government have the classification antique firearm. The difference is that Federally, antique firearms are a seperate set from firearms, while in California, antique firearms are a subset of firearms.
