aside from the obvious, Justinian the great , Basil II (Bulgar slaying BVLL) was pretty based. Image related was the territory before his reign compared to the territory at his death. Sadly the empire would to stagnate after his death. His military campaigns were also fairly success and he was loved by the army. All around you should look into him more, very based emperor.

Heraclius is responsible for the collapse of the East, his rebellion allowed Persians to walk into Egypt and entrench in Syria. If anything, Constans II and Constantine IV deserve more praise for stabilizing the country.

And yet Heraclius properly defeated the Sassanids and was able to take it all back.

The east would've suffered the same fate as the Sassanids if it weren't for Heraclius. It definitely would've fallen under the rule of Phocas.
