Anon how do I achive this in photoshop?I don't think it is handmade, it is probably just some kind of script/filter combination on a real photo.
just change a hue, I guess.
in Photoshop go to image > mode > indexed colormess around with the settings in that window

Set dithering to position and chose 4 colours, I only chose 3 but it looks like 4 in your pic. Then you go into the indexed palette and change the colours to match. If you want the jpeg artefacting then you just export as a jpeg and lower the quality to taste.

At least use a real CGA palette.
