in my amateur experience you just take pictures of visually things and mess with filters and color modes and maybe combining other things in photoshop until you get something that looks cool.

This looks like a picture of oil lit with some kind of blue light. It could be a microscopic picture of it or it could be bismuth. Those are the only things I can think of that look like that.

Take color picture of a texture you like

Duplicate it multiple times + CTRL-I + exclusion mode + progressive transparency on whites/blacks + fuck around with blending modes

That kind of stuff literally takes 5 minutes
