Sites use WebP because they're hosting massive amounts of data, but the only consumers who do that care more about image quality than size, so they're willing to spend tons of money on expensive SD cards and hard drives to go with their cameras.

Never. It has established itself too much. To a normie "jpg" and "picture" are synonymous, much in the same way that "mp3" and "audio file" are. No matter how much better the alternative is, the barrier of entry is too high.
