A/V sync really isn't an issue unless you use video-sync=display-desync or something like that.
Stick to default audio or display-resample is probably best.
If you mean smooth video in general:
Don't use meme shaders for scaling and do use any of the backends supporting presentation feedback:

Usually you want it enabled. Only disable it for very high quality footage with no banding, although even then the loss of fine details shouldn't be too noticeable with default settings.

Either something is missing or wrong with the file you are viewing and the players are making different assumptions (which seems strange), or you fucked up some settings somehow (hopefully not), or like other anon suggested: madvr is actually fucking with the image, which is not a good thing.
The above assuming you are not viewing hdr content on an sdr display, in which case default madvr may have better tonemapping results vs mpv due to massively more testing for it.

Not bad results for a start, but you'd get much less ringing with a softer upscaler. Try haasnsoft or setting your own radius somewhere in between.
SSSR (and SSDS) as well as adaptive sharpen can be tweaked quite a bit to suit your taste so make sure to play around with the suggested tunable variables.

Personally I found a significantly weaker adaptive sharpen set to run before scaling often gave better results, but maybe not for the rather extreme scaling factor in your example.

Over time I've found that ringing and aliasing are what bother me the most, so my preference is towards a slightly softer image... But every so often I go back into my mpv.conf and shader files and find I can make some adjustments for the better, which is what I suggest you do too.

okay so a couple days ago I posted about mpv not being able to play some files and not the others on defora 31 kde and not printing any errors and anons pointed out this could be something with either codecs or drivers
It turns out problem is much more obvious but the nature of it was lost me me because of how I organise my files.
Long story short: mpv plays everything just fine as long as the file is stored locally. If I'm trying to play file from my NAS (openmediavault) it can't play anything in fact, it just blinks in and out of the taskbar without any errors.
I can browse the NAS contents just fine and on the fedora PC I'm logged in to NAS with admin access I use from all computers.
What could be causing this?
dolphin doesn't display the SMB folder, the directory I'm accessing is under
network services/remote disk (sftp/fish)/NAS-SSH/shared folders/movies for example
it's browsable from this ssh access but could it be it's not working because it's not shown as SMB?

Default FSRCNNX shaders come with a scaling factor of 2 (although you can train it yourself for 3x or 4x enhancement). So 360p will be upscaled to 720p. The step from 720p to 1080p then gets handled by your usual scaler.

You have to take in count that I'm upscaling a 360p video so of course is going to be easy to run.
FSRCNNX_16 takes more resources the larger the video resolution is, so a 1080p to 4K upscale will consume more resources than the example image.
The GPU used in that image is a GTX 980Ti.

cause high cpu usage when mpv starts, but if i flip to fullscreen and back, cpu goes down by anywhere from half to a quarter use of the startup use? this happens with both hwdec on or off, all other settings remain the same.

I suggest downloading shinchiro's build. Unpack the .7z file and run the mpv-install.bat to set file associations and make it the default player. Then run configure-opengl-hq.bat to create your .conf file. It automatically adds
profile=gpu-hq
which is slightly higher quality settings then default. You can add to your .conf file from there.

working as intended. it saves a direct copy of a stream. it won't re-encode so it takes the key frame of the stream which will result in this exact behaivior
