VB.NET without Option Strict enables some quirks similar to VB6, which include implicit typing, late binding and allowing narrowing implicit conversations.
In this case it would be equivalent to something like this (or CDbl for a floating-point value):
L = CStr(CLng(L) / 2)

In a proper VB.NET project that option is enabled everywhere by default, which wouldn't even make that code compile and also help with automatically converting the code to C# down the line.
