There's no industrial farming of horses. They usually live in much better conditions than other edible mammals.

I assume OP is misunderstanding US law. It's not illegal to eat horse in the US, but there are no legal slaughterhouses for horse, therefore it's illegal to sell it to the public. It's perfectly legal to slaughter your own horse for your private consumption, but since most people don't do that, it is de facto illegal here.

Same thing as genuine Haggis, really. Selling lungs is illegal due to a blanket federal ban, but again that's only selling to the public. You could slaughter your own sheep and eat its lungs if you wanted to. You could even serve it to your personal guests. You could't sell or serve it in a restaurant or market though.

A lot of horse meat sold in certain parts of Europe comes from former race horses that have been retired in the USA and shipped over.
Race horse meat may have all sorts of drugs in it that was fed to or injected into the horses.
