Mayu drew 750 for her big title win over Io, nobody cared about her winning the belt by then, they were over her. Stardom runs 80 shows a year now and attendance hasn't suffered at all with Momo as ace despite the oversaturation in Tokyo especially.
When Io came to Stardom she was still a promising young prospect with lots of potential. Kagetsu was a 10 year vet that had been a career midcarder in lots of organizations so everyone was already familiar with her and her status. That's why she can never be ace, even making her a main eventer is a stretch but Stardom can get away with it kind of since they have no longtime vets.

How is making an 18 year old kid who was a janetty of QQ for most of her career and mostly jobbed out to to the gaijin of the month up until then any different? You can make the same argument for whoever they chose. It was obviously a choice made because Io left because they needed someone. Her kicks are indeed good and her suplexes are solid. Her B driver and somato look pretty mediocre at best, though. She's not Mayu or Kagetsu in the ring and she's certainly not Io. To be fair, I'm not sure any woman is, although I'd argue Mayu is close. I think she was rushed into the role too early when they should have let her refine herself for another 1-2 years at least. Maybe, for whatever reason, he didn't have any other options at the time.

Momo's 2018 was better than any year Io or Mayu has ever had. Kagetsu's 2014 might be comparable but I'd have to rewatch stuff. She's one of the best wrestlers in the world. Hazuki is a good move performer, she'd be well suited for PWG and the like.

I watch every show, and crowd reactions for her kicks honestly aren't much different from anyone else's at all. She seems to be getting better at trying to be similar to Io, but she definitely doesn't get some of the best crowd reactions overall. There are much more charismatic wrestlers on the roster. On the mic, she's also improving, but Azumi is the best talker in her own faction.
Kagetsu and Mayu have both done similar before. A few years ago, they were wrestling 70 matches a year instead of 80, but that's not a huge difference and they were doing it. They still are. Mayu bumps like crazy and is in almost as many main events as Momo, on top of doing RoH these days too.

It would appear that Stardom fans are quite invested in Kagetsu.
